Skill is more than
course completion.
Learn, practise, then take the challenge. A challenge can develop skill in a particular Fundamental and increase universal XP. Qualifications mark explicit standards that have been met.

Defined standards met.
A bounded, inspectable standard has been satisfied. A qualification is earned through demonstrated capacity, never purchased.
